California CE Requirements for Mental Health Professionals: A Complete 2026 Guide

California has some of the most detailed and specific CE requirements for mental health professionals in the United States. This guide reviews current BBS requirements, one-time training mandates, and how to find free CE that meets California standards.

California's BBS: Regulatory Authority for Most Mental Health Licenses

In California, most mental health therapy licenses are regulated by the California Board of Behavioral Sciences (BBS), the state agency responsible for LCSW (Licensed Clinical Social Worker), LPCC (Licensed Professional Clinical Counselor), LMFT (Licensed Marriage and Family Therapist), and LEP (Licensed Educational Psychologist) credentials. Psychologists are regulated separately by the California Board of Psychology (CBP).

California's CE requirements are among the most specific and extensive in the country, reflecting the state's population size, regulatory tradition, and evolving public health priorities (Cervero & Gaines, 2015). The BBS regularly updates its CE mandates in response to public health data and legislative changes.

BBS CE Requirements: Core Requirements (All BBS Licenses)

Total CE Hours: 36 hours per 2-year renewal cycle

Law and Ethics: 6 hours per cycle. This is not a general ethics requirement. The CE must cover both California law governing the practice of psychotherapy (Business and Professions Code, California Code of Regulations) AND professional ethics. A general ethics course from another state does not satisfy this requirement (California Board of Behavioral Sciences, 2024).

Suicide Risk Assessment (One-Time): 6 hours required for all new BBS licensees within the first renewal cycle following initial licensure. This reflects the CDC's (2023) data on suicide as a leading cause of death and California's legislative response (AB 1436).

Domestic Violence (One-Time): 15 hours required within the first renewal cycle. This mandate was established under California Business and Professions Code § 4980.54 in recognition of the high prevalence of intimate partner violence and its intersection with mental health (Black et al., 2011).

Aging and Long-Term Care (One-Time): 10 hours within the first renewal cycle, addressing the clinical needs of older adults and those in long-term care settings.

What "Law and Ethics" Means in California

The distinction between law and ethics and general ethics CE is critical for California licensees. California's law and ethics requirement mandates content covering:

  1. California Business and Professions Code provisions governing licensed mental health practice
  2. California Code of Regulations Title 16, which contains licensing board-specific rules
  3. HIPAA and California-specific privacy law (CMIA)
  4. Mandatory reporting obligations under California law (child abuse, elder abuse, Tarasoff)
  5. Professional ethics as applied to California-specific clinical practice contexts

Reamer (2018) notes that law and ethics CE requires engagement with the specific legal framework of the jurisdiction, not merely abstract ethical principles. A nationally marketed general ethics CE course typically does not include California-specific statutory content.

California Board of Psychology Requirements

Psychologists licensed by the CBP have a distinct CE structure:

  • Total CE Hours: 36 hours per 2-year cycle
  • Ethics: 9 hours, including at least 6 hours of law and ethics for California psychologists
  • Child Abuse Reporting: 7 hours (one-time requirement)
  • Spousal or Partner Abuse: Required hours for initial license cycle

Finding Free CE That Meets California Requirements

Finding free CE that satisfies California's specific mandates requires more diligence than in other states.

Law and ethics CE: Must be California-specific. Free webinars are periodically offered by California NASW (NASW-CA), CAMFT, CAADAC, and the California Psychological Association. These organizations provide state-specific content at no or minimal cost to members.

Suicide prevention (one-time): The BBS's 6-hour requirement can be met through the Zero Suicide Institute's free training modules or SAMHSA's free clinical suicide prevention courses, provided the provider is BBS-approved.

General CE hours: SAMHSA, VA TRAIN, and federal health agency training are widely accepted when the provider is on the BBS-approved provider list. Always verify provider approval status on the BBS BreEZe website before completing a course.

Key Compliance Points

  • Licenses expire at midnight on the last day of your birth month in your renewal year. Verify your exact expiration through the BBS BreEZe portal.
  • CE must be completed before submitting your renewal, not after.
  • Using a non-BBS-approved provider, even for high-quality CE, results in hours that do not count toward renewal.
